Actually the best answer is the one you deliberately left out; Bill Clinton (although I love Jimmy Carter and in fact Bill Clinton did send Jimmy Carter to North Korea to head off a war).

11. Carter revisionism
When Carter was President, he was not much more liberal than Bush I (and I was a paid worker for the Carter campaign). Though Carter did a few great things, like make human rights part of foreign policy, which alienated a lot of our allies, btw, he had no urban policy, was very pro-nuke, and started a lot of the deregulation that Reagan finished. Would Carter be better than Bush I as a global ambassador? Marginally. He was no liberal.

I don't think his ego could stand playing second fiddle to Hillary. He's subconsciously trying to derail her so he can still be the big dog.
