How does $100-barrel oil help Iraqi government?

How does $100-barrel oil help Iraqi government?
In recent reports, I had read that oil was pumping at almost the same quantity as before the post-Saddam era? If so, do they spend all that extra profit on their people and infrastructure? Or do the Big Oil companies in Iraq reap all the rewards of the skyrocketing oil prices?

Or have the Big Oil friends of this Administration made a deal which they agree to keep oil prices high so as to help pay for the war in Iraq? Bottom line, the people are paying for much of the war with higher gasoline prices?

Or is it all just a matter of supply and demand? And there really is no collusion between this government or any other government to keep oil prices high for any reason? Who benefits most from these oil prices, other than the obvious oil companies stockholders?
