Huh, introducing a Senate resolution is playing politics, but writing a letter isn't?

1. Writing a letter is ONLY playing politics. Legislation is actually DOING something.

Obama called it a surprise vote that he wasn't told about...
But other 98 Senators voted on Kyl/Lieberman, unsurprised by the mid-day vote.
With more experience, perhaps fewer things will "surprise" Obama.

3. I would guess that a resolution is non-binding, but it does get the sense

of the Senate into the Congressional Record.

7. You're kidding. I always thought resolutions were by definition non-binding.

So the resolution would be the law if it passed, while the letter would be ?
