From his tenure as mayor of NYC, he is both bluster and belligerence.

Bluster as he shoots off his mouth in order to look like a tough guy who shouldn't be messed with.

Belligerence as he made policies that repress residents of the five boroughs like arresting jaywalkers, graffiti artists, and squeegee guys, and making welfare mothers work for free (at the expense of firing union civil workers) in order to keep their benefits.
