Why is it always the "surge on the ground?" Is there a different surge in the air?

Or, "conditions on the ground." Are there conditions in the trees we should be aware of?

1. Iraq is a desert, minimal trees, as for the air, good question
...also we should consider the surge from the roof tops! I suppose I'm being sarcastic, but maybe not :wtf:
