Is the Iraq Health Ministry lying about the number of civilian casualties?

The latest AP report on civilian deaths in August found that civilian deaths in Iraq increased from July and were 2nd highest since the surge started. http://www.boston.com/news/world/middleeast/articles/2007/09/02/iraqi_civilian_deaths_rose_in_august/

Now the Health Ministry tells us the opposite, via this Washington Post article:

2. Yes, the puppet regime is lying on behalf of the escalation.
We are being served a bullshit sandwich on civilian casualties to try to drag this war out longer. Check out the article linked to below for more details on the hair splitting they have to do to demonstrate "progress" in Iraq.
