Clinton battles Bush over terrorism recovery plans

Washington – Sen. Hillary Rodham Clinton is waging a battle with the Bush administration over two terrorism recovery plans: health monitoring of Ground Zero workers and expansion of financial housing aid for victims.

New York's Democratic senator has called for a meeting with Office of Management and Budget chief Mitch Daniels Jr. following Tuesday's release of White House views on the two programs and other problems they had with the emergency funding bill moving through Congress. In the OMB "Statement of Administration Policy," the White House called the proposed expansion of housing aid "unnecessary" because the Federal Emergency Management Agency has enough authority to resolve any problems but was not specific about its concerns with the $90 million health tracking program.

"I want to make the director aware that this would amount to a painful slap in the face to the very people who have already suffered greatly from the attacks of September 11: the fire fighters, the police, the rescue and recovery workers, and those who live in lower Manhattan," Clinton said in a statement Thursday.
