To me, it looks like the same old, same old, and on both ends: MONEY
Bush & Co. (or at least Cheney, Gates and Rice) all know full well that Putin isn't yelling about the so-called missile shield because he wants to rain missiles down on the West all of a sudden. Putin knows full well, too, that the West won't buy his oil and gas if he bombs them out of existence. Plus, he and his cronies have to stash their cash somewhere.
So, why all the fuss about a missile shield? I suspect our good old pal, the BOTTOM LINE.
Bush wants to feed some fat defense contracts to his friends, and giving a couple of billion in overcharges to Halliburton in Iraq every month is starting to look a little dicey, now that Congressional Oversight committees are chaired by Democrats. This is a perfect new arena, especially while Congress is still concentrating (and rightly so) on companies looting the Treasury with Iraq contracts.
Putin knows he won't be firing any missiles at us, but he still has more of them than he needs, and countries like Iran are awash in cash and won't be spending it with Grumman Northrop. All he has to do is enter into talks with Iran, let word leak out about the negotiations, and he has a willing customer in Iran, and he does Bush & Co. a big favor by legitimizing Bush's "need" for a frivolous missile shield.
Bush's pals win, Putin's pals win, and the American taxpayer, whaddya know, loses as usual. Like I said: same old, same old.
