Obama outlines environmental plan in Iowa

Obama used Earth Day to outline his environmental plan, which includes a requirement that all transportation fuels sold in the United States have 5% less carbon by 2015 and 10% less by 2020. That change would reduce annual greenhouse gas emissions by about 180 million metric tons in 2020, the equivalent of taking about 32 million cars off the road.

The United States also could require car companies to increase vehicle fuel efficiency to 45 miles per gallon, which would eliminate the need for importing oil from other countries, he said.
