7. Politically speaking it's a good move...
it gets the Repukies on record supporting the shrubs policy of disaster and mayhem. This could pay off bigtime during the next elections, especially the all important Presidential election. If Iraq turns out to be the total debacle that it portends to be, the Repukies will be running around in circles trying to get away from one another.

On the other hand, it doesn't do much for the people that are dieing at appalling rates over there, but I'm not sure much could be done by Congress for the immediate term anyway.
