I'm not listening, but the forest service program just ended. Many counties in the west have the federal government as the largest property owner. They used to get timber sales money in lieu of a property tax. With timber sales reductions for environmental reasons, they changed the formula. That program just ran out and many counties are going to lose the majority of funding for services. I would guess that's what he's talking about. I've got no idea what beavers have to do with it.
