3. No, he is not.
The Supreme Court will make that decision. The bill is clearly unconstitutional in that it suspends HC for Americans, and strips the judiciary branch of their Constitutional role. Rove/Bush do not care about that. They are focused on one goal which is to keep control of Congress. If the SC were to strike this bill down sometime next year, it won't bother Rove a bit---the bill will have already served its purpose.

They mounted a full court press last night and today with the goal of making sure they got a bill that the maximum number of Dems would not vote for. All day they've been twisting arms to make sure the bill did not get watered down, and that principled Senate Repubs would not defect and kill the bill. The Repub "message" is already being delivered: tonight on my local news they played a clip of a House Republican declaring that "Democrats are soft on Terrorism."

This is the October Surprise.

Democrats have to win the House and Senate in this next election and put a stop to this guy.
