Why NO call for order when Sen. Byrd was speaking for his amendment?
It was right before the roll call when Senator Byrd was speaking and encouraging a vote for this Sunset provision. The Senate was full of laughing and cackling almost drowning out Bryd's voice.

Pathetic SOBs!
