11. The bill is going to pass one way or another

If Democrats were to filibuster this bill, all that it would guarentee is that Republicans would retain and perhaps even increase thier majority in the Senate. The bill would simply be passed in January.

Doesn't anyone remember what happened four years ago when Senate Democrats filibustered the Homeland Security bill? 2002 wasn't a great election for Democrats, especially in the Senate.
