In 1993-94 The CIA only thought Of OBL as some rich Arab kid playing at terrorism
From 1995-2000 Clinton almost doubled the counterterrorism budget and the counterterrorism budget of FBI was increased 280%. The Funds were approved by Clinton and the OMB BUT some were NOT passed by Congress
After OK City bombing Clarke wanted to have a stronger counterterrorism bill,including wiretapping, but Republicans in the Senate, including Orrin Hatch objected under the 2nd Amendment! that the National Rifle Association would consider this an infringement into YOUR right to make bombs!
BY 1996 CIA was not even using the name Al Queda..they thought their problem was Hezbollah
