Does Bush have to get "permission" from ANYBODY to bomb Iran? Not that hi
his rubber-stamp Congress won't give him anything he wants. But I just wondered if he has to go to them, or was permission given to him to do ANYTHING that he wants to do in order to fight terrorism right after 9/11?

Also, would he have to go to the UN?

2. Does it really make a difference?
He does whatever he wants to; violates his oath of office, our consitutional rights, the Geneva convention. Nothing's off limits. He thinks he's a fucking king.

3. He can use the War Powers Resolution

The purpose of the War Powers Resolution is to ensure that Congress and the President share in making decisions that may get the U.S. involved in hostilities. Portions of the War Powers Resolution require the President to consult with Congress prior to the start of any hostilities as well as regularly until U.S. armed forces are no longer engaged in hostilities (Sec. 3); and to remove U.S. armed forces from hostilities if Congress has not declared war or passed a resolution authorizing the use of force within 60 days (Sec. 5(b)). Following an official request by the President to Congress, the time limit can be extended by an additional 30 days (presumably when "unavoidable military necessity" requires additional action for a safe withdrawal).

4. He will order an attack on Iran during the Congressional recess
Then they will have to declare war when they return because the fight will have escalated to the point where we will be in a war situation.

5. He'll use a signing statement
That gives him the authority to ignore congressional laws, ignore the constitution and start WW III, IV, V, et al.

6. I think after Halliburton approves, it constitutionally passes all the
check and balances in our system today. Anyone disagree?

7. No, he doesn't need permission from anybody.
He doesn't need permission from Congress,
he doesn't need permission from the U.N.

As far as the War Powers Resolution, every president has stated that they are not bound by it:
"Every President since the War Powers Resolution's enactment has taken the position that it is an unconstitutional infringement by the Congress on the President's authority as Commander in Chief. The courts have not directly addressed this question."

Not under the new system of resolutions and executive dictatorial interpretations.

10. Iraq War Resolution covers Iran
"(2) acting pursuant to this joint resolution is consistent with the United States and other countries continuing to take the necessary actions against international terrorists"

All they have to say is that Iran is aiding "terrorists" in Iraq and they're covered.
That's why we heard about the "shaped IEDs" earlier this year.
