Rove promises advertising blitz, an army of volunteers, "October Surprise"
According to two conservative websites, White House political strategist Karl Rove has been promising GOP insiders that there will be an "October surprise" before the midterm elections. "In the past week, Karl Rove has been promising Republican insiders an 'October surprise' to help win the November congressional elections," reports Ronald Kessler for Newsmax.

"President Bush's political strategist is also saying that the final two weeks before the elections will see a blitz of advertising, and the Republican National Committee is deploying an army of volunteers to key locations to help the grass-roots effort and monitor the election," the article continues. "The RNC is offering to fly in volunteers and cover their expenses."

A few weeks ago, another conservative publication, The American Spectator, reported that White House staffers had "been talking up the possibilities of an 'October Surprise' or two leading into the mid-term elections."

"They say the President feels confident he can still play a role in the election, that he intends to campaign hard for Republicans, and that on the policy front, there are a couple of issues that can be used as wedges along the way," according to a column written by "The Prowler."

1. Rachel Maddow mentioned it may be KSM's trial
He's going to have his first hearing at Gitmo soon and they're saying his trial (which has been OK'd for televising) could start by October.

6. KSM == Khalid Shaikh Mohammed
To the OP: I don't recall Rove telegraphing his strategy using 'trade terms' like this before. There's an air of desperation to it. I know that he thinks that keeping his own base energized (who only get excited about backing perceived 'winners') is a large part of the 'secret' to winning (that, and Diebold...).

This might be just more of an attempt to 'jawbone the market', as it were.

2. there's going to be a 'Liberty Sunday'

on October 15. Remember 'Justice Sunday"? Yep, it's Tony Perkins again, big screen TVs and Christian Right wackodom assembled breathless all around Middle America, and this time he's not going to talk about boring federal judges. He's going to talk from Boston, and it's going to be about Homosexual Marriage!

I'm not sure what agonizing about gay love and gay sex in front of a lot of people (many of them divorcees) is really about, but they're going to do it, and then the morons with pitchforks are going to be sent out to "defend" Ohio, Missouri, and Tennessee from EeviLL LibrulZ.

Yes, I have my doubts that will actually work out. Gay marriage is just so 2004. I'd like the Dem leadership (or some little guerilla group) to turn this thing into a debacle, personally.

5. My prediction for an October surprise: $1.50 / gal gas
And then they spend every single dollar and minute of airtime, use every gas bag they have blaming the democrats for the reason why gas is so expensive. That's my prediction, and I bet you can take this one to the bank.
