Let's see just what Bush understands about personal or human dignity:
In his own words he appears to understand it very well:

"For several years, the people of Afghanistan have suffered under one of the most brutal regimes -- brutal regimes -- in modern history, a regime allied with terrorists and a regime at war with women. Thanks to our military and our allies and the brave fighters of Afghanistan, the Taliban regime is coming to an end. Yet, our responsibilities to the people of Afghanistan have not ended. We work for a new era in human rights and human dignity in that country."
---Bush Signs Afghan Relief Act (http://edition.cnn.com/TRANSCRIPTS/0112/12/se.03.html)

"We've made our choices to match the great challenges and opportunities of our time. Our great challenge is to protect the American people. Our great opportunity is to advance the cause of justice and human dignity and freedom all across the world."
---President Bush Speaks to Reserve Officers Association (http://edition.cnn.com/TRANSCRIPTS/0201/23/se.03.html)

"America has a much greater purpose than just eliminating threats and containing resentment, because we believe in the dignity and value of every individual. America seeks hope and opportunity for all people in all cultures."
---Bush Calls for End to Terrorism (http://www.washingtonpost.com/wp-srv/politics/transcripts/bushtext_041702.html)

"For 250 years, the captives endured an assault on their culture and their dignity....The spirit of Africans in America did not break. Yet the spirit of their captors was corrupted"

"I think the world ought to pay attention to the contrast between a society which was run by a brutal tyrant in which there was no transparency and a society in which the whole world watches a government find the facts, lay the facts out for the citizens to see, and that punishment when appropriate be delivered. If I'm not mistaken, I think about over 20 percent of the people thus far that have been held to account as a result of the Abu Ghraib issue have been officers. There have been over, I think, nine investigations -- eight or nine investigations by independent investigators that have made the reports very public. I'm comfortable that we're getting to the bottom of the situation. And I know we're doing so in a transparent way. Obviously, ours is a country that respects human rights and human dignity, and if those rights and dignity have been denied, we will hold people to account."
---White House Threatens Stem Cell Veto; President Bush Meets With Danish Foreign Minister (http://edition.cnn.com/TRANSCRIPTS/0505/20/lt.03.html)

Doesn't appear to me that he has any problem with the understanding of the word, until be and his friends become liable.
