Can the Geneva Convention rules be changed without other countries...

signing on to the changes? Can the US unilaterally change an agreement between nations? Is this entire argument moot? It is an international agreement. We cannot change without agreement of all the nations involved. Has this been discussed?

1. I think the gist of what Bush is trying to do, is change the U.S.'s

interpretation of how it "adheres to" this treaty.

Geneva was an international treaty, so of course the U.S. can't unilaterally change its terms or content.

Congress can pass any law it likes, but waterboarding and other "harsh interrogation techniques" are forms of torture. Saying otherwise chages nothing.

Laws like the one Bush wants Congress to enact aren't written in English. They are written in Newspeak.
