No! He didn't have to. He knew that everyone he would have asked in the civilized world knew what he was doing was wrong.

Most torturers don't ask for legal guidance. Because no one but an even more complete amoral moron would even entertain the discussion.

EXCEPT FOR RIGHT WING RADIO AND REPUBLICAN ENABLERS.

But after hearing about the Air Force General that wants to "test" microwaves on unruly Americans,

why would I actually believe that they are capable of drawing the line when it comes to medical experimentation? They seem to be incapable of drawing any other lines of decency that we might expect. At this point, nothing would surprise me about people who are trying to throw us back in time to the Inquisition.
