Actually the School is named after labor figure Paul Hall, Snow's minions got the name wrong, and is known in maritime circles as "Penis Point". The Seafarers International Union has a reputation of being employer-friendly and fairly corrupt. The speech seems to have a lot of extemporaneous talk and bears little resemblance to reality. He lapses into that "I'm-talking-to-morons-now" drawl of his. The audience eats that up, as ordered. In reality, if American seamen are to become competitive in the world market, wages will have to drop down to about $2.50 per hour, perhaps even lower. Yes, at those wages they will be able to pay less in taxes, thank you, Mr. Bush. Job outsourcing dating back to the 18th century has been the reason for maritime subsidies.
