I could be wrong, but I thought a health savings account could be taken out if you had a high-deductible policy. True or false? If true, why would he have a high-deductible policy? Does that make sense?

to have any insurance.

It is the the you "get sick, you pay everything or die "universal health" plan".

For the rich it is just one more way to not pay taxes on investment income.

As to the prior threads question on Pension plan funding dependency rations http://www.newyorker.com/fact/content/articles/060828fa_fact, that is indeed a good way to look at the health of he pay as you go funding - but only if defined correctly. And they do not defined it correctly.
