But, really, who else is watching the press conference? Is it just me or is he worse then usual? He can't finish a sentence or a thought ...keeps tripping on his words ... keeps saying the same thing over and over whether it answers the question or not ...

2. He said he uses a "strict criterion" for issueing Presidential Pardons

But then said he didn't believe there should be some sort of score card used. I guess he allows the Criterions to make the ultimate decision themselves.

becaue they are not right in front of him. I mean, we wouldn't expect the president to remember something like that would we? In all honesty, he doesn't need to remember all the criteria, but he should remember the strategy in creating the criteria.
