Do-It-Yourself Impeachment...

Impeach for Peace, a Minnesota-based impeachment group, has researched a method for impeaching the president using a little known and rarely used part of the Rules of the House of Representatives ("Jefferson’s Manual"). This document actually empowers individual citizens to initiate the impeachment process themselves.


"Jefferson's Manual" is an interpretive guide to parliamentary procedure, and is included (along with the Constitution) in the bound volumes of the Rules of the House of Representatives. The section covering impeachment lists the acceptable vehicles for bringing impeachment motions to the floor of the House.


Before the House Judiciary Committee can put together the Articles of Impeachment, someone must initiate the impeachment procedure. Most often, this occurs when members of the House pass a resolution. Another method outlined in the manual, however, is for individual citizens to submit a memorial for impeachment.


After learning this information, Minnesotan and Impeach for Peace member (Jodin Morey) found precedent in an 1826 memorial by Luke Edward Lawless which had been successful in initiating the impeachment of Federal Judge James H. Peck. Impeach for Peace then used this as a template for their "Do-It-Yourself Impeachment." Now any citizen can download the DIY Impeachment Memorial and submit it, making it possible for Americans to do what our representatives have been unwilling to do. The idea is for so many people to submit the Memorial that it cannot be ignored.

Feel free to download it, print out TWO copies, fill in your relevant information in the blanks (name, State, etc.), and send in two letters today (One to the head of the Judiciary, and the other to John Conyers lead Democrat in the House Judiciary). There's also extra credit for sending a DIY Impeachment to your own representative.

Hold on to the other copy of the two letters until October 12th when we're having everyone send them in.

That's right — to make a big impact, we're having everyone send it in on the same date (Over 30,000 downloads so far). We hope to flood the Judiciary Committee and John Conyers office with sacks of mail and cause a newsworthy event to further pressure the Congress to act on the memorials. Although, it's important to keep in mind that in the 1826 precedent, impeachment resulted as a result of a single memorial. Yours might be the one.

Go for it, here's how it applies to state legislatures. Illinois has a joint resolution before it now. We'll see. It's now the job of citizens to do what our representatives are are unwilling to do, remove tyrants from power...NOW.

Jefferson's Revenge

There is a little known set of supplementary rules for both the US Senate and House of Representatives developed by Thomas Jefferson. Jefferson was clear on his opposition to centralized federal power and frequently sought balances giving states greater liberties and rights. Jefferson's rules, Section 603, state:

Inception of impeachment proceedings in the House: "there are various methods of setting an impeachment in motion: by charges made on the floor on the responsibility of a Member or Delegate; by charges preferred by a memorial, which is usually referred to a committee for examination; by a resolution dropped in the hopper by a Member and referred to a committee; by a message from the President; by charges transmitted from the legislature of a State or territory or from a grand jury."

The language in Jefferson's parliamentary guidelines is clear. State legislatures can set "an impeachment in motion" with a "Joint Resolution" approved by the legislature (both the state Senate and Assembly). No state has taken advantage of this provision. In fact, it is so obscure, the majority of Vermont legislators who asked for impeachment did so in a formal letter to the House of Representatives rather than invoking Jefferson's Rule 603.

12. the rules committee of the illinois legislature has decided
that the impeachment bill is not a valid bill. as it stands now, it is dead.

16. Damn, thanks for the information. I want to see the vote.
There Democrats were two Chicago area legislators and a very down state Democrat; and the two Republicans (something like that mix). They blew their shot at history and we lost a viable bill. Illinois would have meant something. Did you see the "grand jury" option in the Jefferson rules. Of course, a court would just throw it out but what the heck. If the leaders won't act, then the people must.

20. we are out of session here, anyway. til october
if it had made it out of rules, it would likely have been buried in another committee after that. i was told that mike madigan would never allow such a bill on "his" floor.
although there are a lot of good dems here, especially in chicago, there are also many who talk a good game, secure in the knowledge that they will never have to do anything but.
we have some hope that when they resume, we can continue to move the bill anyway, so that we can keep it in the news. i talked to my alderman, who was a co-sponsor of resolution to impeach in the chicago city counsel. it asks for an investigation, and i twisted his arm about amending it to refer to the state resolution.
folks stand ready to descend on these people as soon as the session opens, and i think some of us are on the lookout for summertime appearances, also.

to me the important part is for these grassroots measures to bubble up wherever they can. this one must come from the people.

many of the state and local measures include them both. my, personally, i am trying to float the meme- nuremberg style impeachment. i wanted to get all the way down to the first dem in the line of succession, which was norm maneta. but now that he is gone, i don't think there are any dems. i guess after a half dozen of them are on their way to prison, whoever is next would be sufficiently "scared straight".

I am going to guess that "preferred" is a typo for "proffered" - but is "memorial" just arcane old-timey english?
