Is Laotras' model viable to you?

....a while back, in the thread below, Laotra talked about his/her governmental model he/she was working on....

....I'm still excited about his/her model....to my 'untrained' eye it seems like he/she was on to some real interesting concept....I'll 'try' to describe his/her system....how do you like it?....is it workable to you?....how would you improve/alter it?....

1) Governance:

a) Initiatives / Referendums
b) Parliament
c) Citizens Convent

3) Economics: model is neutral

4) Voting System: Single Transferable Vote (STV)

1) Voter Districts and Allocation:

a) By geographical area - 50% of body
b) By Social institutions - 50% of body

a) Any 'Expert' can run/be-on-ballot having minimum number of signatures (Laotra did not define minimum number)
b) 'Experts' (Laotra did not define credentials) would be from various fields

4) Member Duties:

a) Propose and Draft legislation for Citizen Convents' disposal - 50% Majority vote
b) Propose and Draft legislation for Citizen Convents' disposal - 25%/30% Minority vote

5) Ministers:

Proposed by Parliament, decided upon by Citizen Convent

6) Location:

Parliament Building

1) Statistically representative non-elected body drawn by lot from the general population - ideally, everyone would serve at some point

2) If called to Service, serving would be voluntary

3) Term:

a) Fixed 3 year period
b) Full time - pay based on medium income of population
c) 1st year, training / education
d) 2nd-3rd year, active member

4) Member Duties:

a) Select / Vote on Draft legislation from Parliament
b) Decide / ratify Ministers

5) Place:

Electronic / Internet

on edit:....I hope I described the shell of his/her model accurately....he/she may have changed some aspects of his/her model....
