Rogan, whose dramatic welfare-to-Washington story is told in his "Rough Edges" autobiography, was elected to Congress in 1997, representing a Los Angeles district.
But after Rogan's tenure as impeachment manager, Democrats pulled out the stops to defeat him in the most expensive House race ever – a combined $11.5 million. After a stint in the George W. Bush administration, he went into private law practice based in Orange County. The former municipal judge will don his robes in October.

Rogan has managed to win over many Democrats who thought the impeachment inappropriate. Orange's Ed Wallin, a retired judge who served in state superior and appellate courts, came to know Rogan through their mutual hobby of collecting political memorabilia.
"The governor's done a good job on this one," the Democrat said. "He's very bright, he's very hardworking. ... I don't think how I feel about (the impeachment) has anything to do with how he'll do as a judge. A trial judge is not a political position."
