What is the efffect of a House RESOLUTION?

What is the efffect of a House RESOLUTION?
Is this what the wingnuts do when they know they can't pass a bill that will have the force of law?

I'm referring specifically to the "Pledge Protection Act," HR 2389, which would supposedly strip the federal courts of jurisdiction over matters relating to the Pledge of Allegiance. Are the Rovers just playing to their base without actually trying to precipitate a constitutional crisis? Or is their an actual danger that this infinitely stupid idea could become law?

1. h.r. 2389 is a bill, not a resolution
Resolutions (denoted as H.Res. XXXX) do not change the law; rather they express a sentiment. A bill (denoted as H.R.) proposes a change in the law. The Plege Protection Act is a bill that would amend the United States Code. By the way, similar bills have been introduced every year since 2002. A version passed the House in 2004, but went nowhere in the Senate. THe number of co-sponsors in the House actually has dropped (in 2004 it was 226, now its 197). There is a companion bill in the Senate, but it only has 16 co-sponsors. Odds are this particular idea won't become law.

2. Thanks. Is there such a thing as an "H.B." (House Bill)?
I think that's what bills are called in our state legislature.

3. Not in the US Congress
H.R (House of Representative) xxxx = Bills introduced in the House
H. RES. = Resolutions introduced in the House

S. (Senate)xxxx = Bills introduced in the Senate
S. Res. = Resolutions introduced in the Senate

There actually are two other formats: concurrent resolutions and joint resolutions.
