House Republican leaders, concluding they have regained political momentum through discussion of antiterrorism efforts, aim to prolong the discussion by holding a floor vote Wednesday on a resolution condemning those who leaked and published information about the Bush administration’s financial tracking of suspected terrorists.
President Bush, Vice President Dick Cheney and Treasury Secretary John Snow have all volubly complained about disclosure of the tracking program in the New York Times and other media outlets, including The Wall Street Journal.
The issue is useful politically for Republicans because touting antiterror efforts and criticizing the news media both tend to unite the rank-and-file Republican voters, who are otherwise divided as mid-term elections approach on some other topics before Congress such as immigration. A House Republican aide predicted that most Democrats would acquiesce in the resolution. The move would follow the success of U.S. troops in targeting the top al Qaeda leader in Iraq, President Bush’s surprise trip to Baghdad to support the new government there, and debates in Congress in which Republicans believe they gained ground in discussions of potential U.S. troop withdrawals. –John Harwood
