Many suggest that possibly Rove was not indicted because he cooperated and gave up someone else, probably Cheney.
I'd like to believe that but something doesn't seem right to me.
I assume Bush, Cheney and Rove don't have a lot of secrets from each other. Each knows more or less what the others have done.
Then Karl gets investigated by Fitzgerald. Bush and Cheney both know pretty much what Karl did and what Karl knows and probably have an opinion about whether they think Karl is indictable or not. Again, I'm just making this assumption.
So now, let's go with the speculation: Fitzgerald pressures Rove with a pending indictment if he doesn't turn over evidence about someone bigger and so Rove turns on Cheney and Fitzgerald agrees to let Karl go.
Now the part that seems weird is... what would the relationship be like between Karl and the rest of them? What would you do if you were Bush or Cheney at this point?
Would you ask Karl "How did it go?" and what would Karl say? That he agreed to cooperate and turned on the vice president? If so would you cut Karl out of future meetings and conversations? Why allow the eyes and ears of Fitzgerald into future discussions?
Maybe Karl lied and admitted nothing to Bush/Cheney and just said "I didn't give him anything. Fitzgerald just let me go. How weird is that?". Would you trust him? I mean, if Karl and Cheney were both indictable, and you believed this, would you be comfortable working closely with Karl in the future? Or would you be wondering if that Judas turned on your team?
If it's really a possiblity that Karl could have turned on Cheney I would think at this point the White House would have to really push Karl out. How can they work together comfortably when if they suspect Fitzgerald is not going to come after Cheney because of Karl.
Instead it seems Rove and the rest of the White House are relieved and Karl will be back at the controls of the machine with everyone's trust restored.
To me that outcome only works if Karl is, lamentably, not indictable through lack of evidence or even actual innocence.
