Need info on a post I saw yesterday about a bank

Need info on a post I saw yesterday about a bank
Forgot to bookmark. Someone posted about a bank that gave loans to big business and had even given Enron(Ken Lay) a loan to buy the India power facility. If the borrower defaulted then the taxpayers would pay off the loan. The poster said that there seemed to be little interest in this bank, but after reading the post it has been on my mind. Under what administration was this bank started? How many more dirty tricks can this government pull on us?
