Tony Snow calling talk shows from aboard Air Force One - is this "legal"?

Caught a few minutes of the dopey Kneel Boortz radio show just before noon. It seems WH press secretary Tony Snow was on the line calling from AF-1 on it's way to Yuma with Bush on board. Isn't this a little irregular? Can WH operatives like Snow call around to selected RW-friendly talk shows to prop up the administration's failed policies?

I don't think I like the smell of this new kid on the block.

And I'll bet he only calls venues like Faux, Limpbaugh, Sean HalfNutty, etc. and not those with liberal leanings.
