The "lawyers" in the NSA and White House thought it was legal?

It is not up to the "lawyers" to determine if something is "illegal". However, when action are in direct contradiction to the law, they must be decided by the "courts", not the "lawyers". And, by the way, does anyone have one name of a "lawyer" in the WH or NSA that stated it was "legal"? Just a couple of questions I have?

2. It's "legal" by prezidnential decree--
The WH asserts whatever they want to do is legal, then they stonewall efforts to get any legitimate review.

3. Seems to me the lawyers may advise on legality of present law...
However, when actions, such as domestic spying, are in direct contradiction of the present law, must require Court approval of some sort, and oversight by the Congress of hte United States. So this argument about the "lawyers" advising on the legality of spying on Americans does not hold water, in my viewpoint.

5. But isn't he the chief law "enforcement" officer of the US...?
He has no right to interpret laws. Am I wrong?
