why hasn't anyone arrested him?

2. because you can't get within' two miles of him
but that being said, I'm sure whatever police agency that covers the jurisdiction of said laws being broke has to legal authority to arrest him should a prosecutor issue a warrant.

This is one of those stories where hysterical reporting obscures the facts. Chimpy has made excessive use of the practice of issuing signing statements offering his own interpretation of newly passed laws -- a practice that has been around for a while, but which he has, like so many other things, taken to a level far beyond what others thought was reasonable.

But simply offering an opinion as to what a law means isn't the same as breaking the law,and putting it those terms obscures what he has done. Its a silly overstatement and I hope folks will stop repeating it.
