What are the top three most effective tools to effect government
policy?


I'd go with:

Boycotts
Ethical purchase standards
Civil Disobedience

1. Money to contribute, money to pay for propaganda, money to
cover our own arses while and after they are hanging out in public displays of boycotts and civil disobedience.

18. Okay I thought of something.
It is out there a bit, but folks aren't going to "not pay their taxes" because most citizens get refunds. SOOOOO, what if we all changed from the "accurate" number of exemptions/dependents extracted from our paychecks, form W2 I think or is it W4 I can never remember, to a much higher number. It may mean that at the end of the year we all pay a little rather than getting a refund, but it would be a noticeable monetary shortage if each and every civilly disobedient person raised that number of "dependents" to 9. It isn't illegal or anything like that so it wouldn't/couldn't be stopped. It would be noticed each and every month when our income tax deposits to the federal government are noticably less. It would add up to a great deal of cash out of the government.

9. Actually, the money to contribute is the sadly a great truth.
Abramoff proved it to most of our satisfaction, the only real doubters seem to be in Congress, namely the members who rejected any ethics reform with teeth.

After that I would have to say civil disobedience, I don't see boycotts as being a particularly effective anti-Governmental tool.

The third tool is the law suit. A good lawyer can make life a living hell for your victim(s).
