Coleman proposes panel to study lobbying reform

The Minnesota Republican and a Nebraska Democrat emphasized caution in detailing their plan.

WASHINGTON - Sen. Norm Coleman provided specifics Tuesday for his approach to lobbying reform, calling for an independent panel modeled on the 9/11 Commission.
Coleman, R-Minn., joined Sen. Ben Nelson, D-Neb., on a conference call with reporters to explain their proposal for a permanent, bipartisan commission of five Republicans and five Democrats from outside Congress. The panelists would be chosen by House and Senate leaders and would be asked to offer recommendations in about five months.

"What I'm concerned about is policy-making by press release and by one-upmanship," said Coleman, who mentioned the commission idea last week.

"Only in Washington can you get into a situation where somebody violates the law and the first reaction is, change the law," Nelson said in reference to a Justice Department investigation of bribery at the Capitol.
