That would mean they would have to spend more to purchase equipment to replace the old. It's preposterous to Venezuela because it is seen as outside meddling in the internal affairs of the country. The US can have several thousand warplanes without question by any other country, but it objects when a poorer southern neighbor attempts to purchase 20.
