They held back the Bin Laden '04 "October Surprise" tape for a few days and only released an edited version to western media (from what I recall at the time the WH or State Dept pressured them to do this for "security" reasons).(Al-Jazeera is in Qatar which is an ally).

So, it's possible they only released this tape after getting the go-ahead from Bushco.
