Fitz should investigate the NSA officials themselves:
This guys also broke the law. EO or not it was illegal to spy on Americans. Prosecute these guys and they'll role over on the president.
I'd love to see it. How do we make it happen?

His charge gives him discretion, but it still must be related to the reason he was put on the case.
