Bush's Recess appointments?

Bush's Recess appointments?
I heard on 620 that Bush is saying his recess appointments made are good until 2007 because Congress didn't reconvene until the 3rd of January.

Is Congress going to go for it?

1. Only handpicket nominees deserve an upordownvote, for all else
there's recess appointments. Screw what the people,thru their representatives, might want.

The first session of the 109th Congress officially adjourned sine die back in December. The next time Congress convened it had to be the start of the 2nd session. They convened and then recessed. End of story.
(BTW, the reason that the appointment are effective through 2007 isn't because Congress didn't reconvene until Jan 3, its because Congress did reconvene Jan 3. If he had made the recess appointments before Congress reconvened, they'd only be in effect until the end of this year.)

6. i'm not sure what is typical anymore
the lines keep getting stretched. Recess appointments have been increasingly used during temporary recesses (as opposed to between session recesses). Clinton made around 140 recess appointments in 8 years. Reagan had over 240. Chimpy is already closing in on Clinton after just 5 years, but has a way to go to reach Reagan. I'm not sure I can remember when so many appointments were made during a short recess at the beginning of a session.
