A question about the Duncan Hunter resolution....

A question about the Duncan Hunter resolution....
It seemed that Murtha and the Dems were surprised that they weren't the side closing the debate. Murtha pointed over and said, "but it's HIS bill" as if since Reps proposed the bill, Dems should close. Anyone know the rule as to who usually gives the final closing remarks?

The way they kept trying to make as if the Dems initiated the proposal, I wouldn't doubt that they took the closing on purpose, in error.

And, does anyone know the name of the creep that said "That's up for debate" over whether it was the "Hunter resolution" or the "Murtha resolution"? He was acting as speaker, for Goodness Sakes!
