Faux News Host Bill O’Reilly opined with reference to local elections in San Francisco


Hey, you know, if you want to ban military recruiting, fine, but I'm not going to give you another nickel of federal money. You know, if I'm the president of the United States, I walk right into Union Square, I set up my little presidential podium, and I say, "Listen, citizens of San Francisco, if you vote against military recruiting, you're not going to get another nickel in federal funds. Fine. You want to be your own country? Go right ahead."

And if Al Qaeda comes in here and blows you up, we're not going to do anything about it. We're going to say, look, every other place in America is off limits to you, except San Francisco. You want to blow up the Coit Tower? Go ahead.



My question is with reference to Reilly’s statement,

      "And if Al Qaeda comes in here and blows you up, we're not going to do anything about it. We're going to say, look, every other place in America is off limits to you, except San Francisco. You want to blow up the Coit Tower? Go ahead."


Question 1: – Is Mr. Reilly’s statement a call for a terrorist attack on San Francisco.

Question 2: -- If so, is Mr. O’Reilly’s call for an attack on San Francisco a violation of the Patriot Act,


United States Code, Title 18, Section 2331

(5) the term "domestic terrorism" means activities that –
    (A) involve acts dangerous to human life that are a violation of the criminal laws of the United States or of any State;

    (B) appear to be intended –
      (i) to intimidate or coerce a civilian population;

      (ii) to influence the policy of a government by intimidation or coercion; or

      (iii) to affect the conduct of a government by mass destruction, assassination, or kidnapping; and

    (C) occur primarily within the territorial jurisdiction of the United States.


Further point - Is there a "coded message" – I digitized Mr. O’Reilly’s statement in the text box (ASCII) and ran it through some of the exercises in Bruce Schneier’s Applied Cryptography: Protocols, Algorithms, and Source Code in C, with a couple of hundred keys. (I'm retired - I have time for this.) Did get some interesting "non-random" patterns.
