Former congressman not felon in legal sense

PIERRE, S.D. (AP) -- Although Bill Janklow was found guilty by a jury on Dec. 8. 2003, of second-degree manslaughter for the crash that killed Randy Scott of Hardwick, Minn., the fallen politician technically has not been convicted of a felony.

Essentially placing the jury's guilty verdict on hold, Circuit Judge Rodney Steele issued Janklow a suspended imposition of sentence in January 2004.......

In plain English, an order granting a suspended imposition of sentence means a judge has withheld official declaration of a conviction. There is no conviction on record if a person complies with all conditions specified as punishment by the judge.

State law allows a suspended imposition of sentence only once in a person's lifetime. Anyone previously convicted of a felony cannot receive a suspended imposition.

1. Well, glad it's a once in a lifetime sentence. So when he kills someone
the next time, they'll have to think of an even more creative way to let him go free.

Are connected Republicans automatically exempted from being found guilty of the crimes they have committed? Just wondering.
