Who stopped Red Cross? FEMA or state HS?

Who stopped Red Cross? FEMA or state HS?
I heard from a repuke friend that Red Cross wasn't stopped by FEMA from entering NOLA, but by state Homeland Security department or some such. Who did it? Reference? Thanks.

3. It was the local head of Homeland Security...which is part of FEMA..

or vice versa :-) Either way, it was under federal orders that the Red Cross was stopped. Not Louisiana state officials as the pukes are fond of saying.

5. I could have sworn the woman who is at the helm said that the
military stopped them. Possibly on Larry King. If not, it was early on, on CNN.
