that part of the constitution is a bit out of date
it was intended for a time when the fastest mode of transportation was a horse. it took a while to get people together in congress and it took even longer for ambassadors to travel to other countries.

...Frist (as shrubs puppet in the senate) refused to allow an vote thus dragging out the process to the end of the session where pResident Bush immediately made the appointment after congress adjourned claiming that the democrats would not allow such a vote to take place.
If not politics, then Dubya is rehearsing to be dictator and supreme emperor.
Do those rules also apply to the Supreme Court. Could Bush just appoint Roberts to the Supreme Court for the next year and a half, or do judge appointees go by a different set of rules.
