...first examine who benefited from the crime. Who got/gets paid? Who got increased levels of power?

In this very likely criminal war, one group benefited greatly -- the GOP in general and the president in particular. Added to that group is their supporters, like the Halliburtons, the Bechtels, etc. Is it no unreasonable to suggest that any investigation start with those who benefited?

It seems the good guys (Cox) get canned, and the cooperative rogues (Bork) get lifetime appointments to the federal bench.

That's a great incentive for investigating the Big Boss, don't you think?
