1. Other
Bush would be calling the attack a failure and claim he thwarted the terrorist's plans for a much more devastating attack even if absolutely no evidence existed to support his contention.

2. Oh, yes. He'd try to make it into the new 9/11.
He'd figure no one would question that it happened on his watch: he'd try to use it to revive his poll numbers, not to mention to take away more of our civil rights.

3. It would be out of their hands...
Our media may be bought and paid for, but breaking news gets through nonetheless. A bombing or an explosion with casualties might get 'spun' after the initial reports, but the initial reports would get through, regardless, at least locally.

Whether they'd be allowed to get through to the national corporate media is another question.

The Bush WH would have to open up a whole new spin office just to handle these if small scale attacks became a constant.

6. But what about, umm, oh, say, Helicopters crashing in N.Y. City?
What if those are Not accidents, would they tell us?

7. If NYC didn't have a recurrent history of helicopter crashes
far, far predating 9/11, I might think about it.

They've crashed in the East River, Hudson River, and even into the former Pan Am building (back when there was a helipad on the roof.)

Just for reference.

5. Ah, the fun they could have with that.....
They'd tell us all right, but whatever comes out of their mouths would be for their good, and their good alone. They would re-frame, re-word, and turn an event inside out to get better mileage. I hate this administration.

8. The press would be all over it.
There is a lot of competition to cover this stuff now, especially with blogs on the scene. The White House would not have a choice.

9. Yes, they'd exploit it for every ounce of "political capital" possible.
Just like they did with 9/11.

11. Other: He'd blame it on obstructionist Democrats in the Congress.
And proof Patriot Act needs to be renewed.
