It's not that 41 Senators have to vote 'Nay' in order to defeat a cloture motion, rather, 60 Senators have to vote 'Aye' to invoke cloture.

Voinocich wants to vote no and could not be any clearer in his intentions. He wants to end the Bolton nomination now by defeating him as opposed to postponing the vote. Dems will look much better by sending a clear message to Bush that this guy is unacceptable as opposed to letting the media state that the dems are obstructing the vote.

88. I think it's some sort of tactical move.
I'm not sure but I think it might mean he can bring it up for a vote again if he votes no, but not if he votes yes.

120. Yeah, I didn't really understand what this procedural maneuver
of Frist's was really about. Just picked up on another thread that Frist voted no because only those that vote no can bring a motion to reconsider.

Voinovich's got himself stuck between a rock and a hard place. He's trying mightily to get other Republicans to stand with him, but isn't having a whole lot of luck.
