3. It will if Bush's partial privatization plan goes through.
Unless I'm missing something, it seems to me that Bush's plan - allowing workers to invest their funds rather than pay into the SS trust fund - would bankrupt SS far faster. If less money is coming into the system, you can't expect to get more money out of it.

Someone please correct me if I'm wrong.
