or do they still continue to count all the absentee and provisionals?

2. They continue to count
The actual, real, final vote is on December 12th, when the College of Electors -- a.k.a. The Electoral College -- meets and votes.

Eventually, a full count of the official votes will be recorded.

concedes, then if the numbers swing his way, he will win anyways! The concession is merely a formaality type of thing, right!
