.... as long as the HEU or Pu241 is there, any reasonably smart person with a machine shop, some electrical knowhow, and some conventional high explosives can get the chain reaction going.

Fire a sub-critical piece of HEU into another sub-critical piece, as long as the total mass is supercritical you've got yourself an nuclear bomb.

Might not be pretty, nor very high yield, but it'll go.
